Pair of ruffled pannier “Rustles”, each with it’s own ribbon tie, which can be tied around the waist leaving a long ribbon bow. These are a modest size pannier with steel boning with three fluffy ruffles adding to the fullness. Hidden pockets on either side make a handy secret carrier for your phone and valuables.  These pieces work great as a skirt support or on their own for a fun ruffled layer.
